Groundbreaking digital entertainment shift: ADM chooses 46 key players to lead the sector's evolution.

The Italian digital gaming landscape is poised for a monumental shift. The Customs and Monopolies Agency (ADM) has now finalized the initial phase in the allocation of new concessions. A select group of just 46 operators has received approval to proceed further, featuring prominent industry players like 888 Italy, Betfair Italy, Sisal, William Hill Malta and LeoVegas. This decision is highly strategic: by prioritizing entities with proven technological robustness and financial stability, the focus shifts toward cultivating a more secure, clear, and conscientious market. The directive is unequivocal: the evolution of gaming in Italy will be driven by those capable of ensuring superior service and comprehensive player safeguards.

A pressing schedule for transformation

The clock is ticking. Existing licenses are set to lapse on September 17, 2025, with a potential brief extension lasting until the 30th of that month. In parallel, ADM will finalize its technical and financial assessment of the qualified companies by July. Successful candidates must then promptly submit the initial concession fee installment—4 million—and demonstrate they hold a minimum of 3.7 million in liquid capital. To ensure seamless gaming machine operation and prevent any service interruption, agreements will be executed throughout August and September.

Technology at the center of the new era

The changes extend beyond paperwork: chosen operators must implement advanced digital systems that connect with ADM's secure platform. A six-month transition period will allow both old and new systems to operate side by side, ensuring seamless service for players, with full implementation targeted for March 2026. Upon completion, operators are required to pay the final licensing fee of 3 million euros, formally marking their entry into the regulated gaming market's new chapter.

Enhanced player safeguards and more rigorous regulations

A central element of the restructuring focuses on the handling of player accounts. Individuals will gain the ability to migrate their accounts to a different licensed provider, following tax regulations and with necessary approval. Firms not granted concessions must terminate all accounts by August 17, 2025, reimbursing all customer balances. Unclaimed funds after a sixty-day period will be transferred to the State Treasury. Furthermore, operators must submit mandatory weekly reports on account transactions and convert to a public limited company (S.p.A.) structure prior to finalizing concession agreements. The objective is evident: fostering a more transparent, secure, and viable market, while ensuring responsible gaming remains a priority.
